Coastal storms, king tides and flooding

Oxnard's beach communities sit at sea level. The winter storms of January 2023 and February 2024 pushed surf into homes at Oxnard Shores and Hollywood Beach, flooded low-lying streets and overwhelmed drainage across the plain. Flood is excluded from standard homeowners policies, so these claims turn on separating wind-driven rain, roof and window failure and storm-damaged drains (often covered) from rising water (generally not). That separation has to be documented immediately and precisely — it is the difference between a paid claim and a denial.

Much of Oxnard was built between the 1950s and 1970s. Slab leaks, failed galvanized supply lines, water-heater failures and roof leaks are the most common claims in the city's residential neighborhoods and mobile-home communities. It depends on how it got in. Rising surf or surface flooding is generally excluded from a standard homeowners policy and covered only by a flood policy. Wind-driven rain through a damaged roof, window or door, or water from a storm-damaged drain, is often covered. The cause has to be established quickly and documented — that is the first thing we do.
